SWIFT COUNTY BOARD OF APPEAL AND EQUALIZATION MINUTES June 18, 2019

County Auditor Kim Saterbak called the meeting to order at 6:30 PM with all members present as well as County Administrator Kelsey Baker, County Assessor Wayne Knutson, County Assessor Joe Tschida, Terri Orr and several others from the general public.

The County Board of Equalization members took an oath to fairly and impartially review market values and equalize as fairly as possible all values in the County.

Commissioner Fox nominated Gary Hendrickx as Chair.

06-18-19-01 Commissioner Fox moved and Commissioner Rudningen seconded to cease and cast a unanimous ballot to elect Commissioner Hendrickx as Chairman of the Board of Equalization. Motion carried unanimously.

Commissioner Hendrickx took over the meeting as Chair.

Assessor Knutson presented the board with the two appeals. Appeal number one was 15-0220-000 Deb Heggerston appeared at LBAE to express opinion that her land was valued too high. A discussion was held. It was agreed to lower the taxable value of the petitioned parcel from $7359 per acre to $7131 per acre based on neighboring values. Lowering the total value to $1,935,600.

06-18-19-02 Commissioner Rudningen moved and Commissioner E. Pederson seconded to accept the recommendation brought forth by the County Assessor and the local Board of Appeals and Equalization from Pillsbury Township to change value from $7359 per acre to $7131 per acre for parcel 15-0220-000. Motion carried unanimously

Assessor Knutson addressed the second appeal which was Donald Skarsten owner of parcel ID 03-0191-000 requested lower value at LBAE by letter and phone call. A reduction of $22,000 was made at LBAE from $54,000 to $32,000. Parcel is Rural Vacant Land and currently valued at our lowest waste value of $800 per acre. Sales are limited of similar land types.

Assessor Knutson presented the 2019 assessed values.

Chairman Hendrickx asked for citizen comments.

Donald Skarsten owner of parcel ID 03-0191-000 had concerns on the assessment of parcel 03-0191-000.

06-18-19-03 Commissioner E. Pederson moved and Commissioner P. Peterson seconded to accept the recommendation brought forth by the County Assessor and the local Board of Appeals and Equalization for a reduction of $22,000 was made at LBAE from $54,000 to $32,000. Parcel is Rural. Motion carried unanimously

06-18-19-04 Commissioner Rudningen moved and Commissioner Fox seconded to accept the 2019 final property values as presented. Motion carried unanimously.

Assessor Wayne Knutson introduced Joe Tschida to the Board. He is the new Swift County Assessor.

06-18-19-05 Commissioner P. Peterson moved and Commissioner Rudningen seconded to adjourn the Board of Appeal and Equalization Meeting. Motion carried unanimously and the meeting adjourned at 7:28 PM.
