CITY OF BENSON ADVERTISEMENT FOR BIDS

Sealed Bids will be received by the City of Benson, Minnesota, in the City Hall at 1410  Kansas Avenue, until 12:00 PM, CST, on Thursday, November 14th, 2019, at which time they will be publicly opened and read aloud for the furnishing of all labor, materials, and all else necessary for the following:

Wastewater Treatment Facility (WWTF) Filter Refurbishment
Work consists of refurbishment of two effluent filters located at the wastewater treatment facility downstream of the secondary clarifiers and prior to chlorine disinfection. The work generally consist of the following:

• Repainting filters, process piping, and other equipment.
• Removal and replacement of process piping.
• Refurbishment of effluent filters:
-     Removal of existing media.
-     Removal and replacement of internal filter components including
    but not limited to the underdrain system, air scour system,
    and filter influent distribution system.
- Placement of concrete for the new underdrain systems.
- Sandblasting and recoating the internal and external
    coatings of the filters.
- Welding a new steel plate to the base of the filtration vessels.
- Replacement of valves and actuators external to the
    filtration vessels.
- Adding a chlorine connection to the filter effluent piping.
- Installation of a new PLC and associated wiring to control
    valves and instrumentation.

Beginning on Wednesday October 30th, 2019, plans will also be made available for viewing at the City Hall, located a at 1410 Kansas Avenue, Benson MN. Orders for plans and specifications in any type of media format will not be processed by the City or Stantec.

All bids must be submitted on the proposal forms furnished with the plans and specifications and enclosed in an envelope bearing the name of the contractor, and include completed forms certifying that the bidder is a responsible contractor per MN Statute 16C.285.  No bid will be considered unless sealed and filed with the City Clerk and accompanied by a certified check, cash, or bid bond, in the amount of five percent (5%) of the bid as a guarantee that the bidder will enter into a contract to perform said work.  These certified checks, cash deposits or bid bonds of the three lowest bidders will be retained until a contract has been awarded and signed by all concerned, but no longer than 60 days. All others will be returned within 7 days after the opening of bids.
The bids for the work to be done shall be submitted upon the basis of cash payment for the work.  No bidder may withdraw their bid for a period of 60 days after the date shown for opening thereof. The City of Benson reserves the right to reject any or all proposals, waive informalities therein.
The City Council is tentatively scheduled to consider award of a contract for this work at their regular meeting to be held on Monday, November 18th at 5:30 p.m. in the City Council Chambers at 1410 Kansas Avenue, Benson MN.
