SWIFT COUNTY BOARD MINUTES November 05, 2019

Chairman Hendrickx called the meeting to order at 9:00 AM. with all members present. Also present: County Administrator Kelsey Baker, County Attorney Danielle Olson, Terri Orr and other county employees.
Chairman Hendrickx asked if there were any changes or additions to the agenda. Commissioner Fox had one addition under Other Business, discuss fire numbers. There were no other changes.  
11-05-19-01 Commissioner Rudningen moved and Commissioner Fox seconded to approve the agenda as amended. Motion carried unanimously.
11-05-19-02 Commissioner P. Peterson moved and Commissioner Rudningen seconded to approve the Consent Agenda items: (1) Minutes from the October 15, 2019 Regular Meeting, (2) Approval of CliftonLarsonAllen engagement letter, (3) Approval of Human Service Policies, (4) Approval of Human Service Contracts. Motion carried unanimously.
Chairman Hendrickx requested removal of a check, Twin Valley Tire Inc., $972.00.

MINUTES OF THE REGULAR SCHOOL BOARD MEETING INDEPENDENT SCHOOL DISTRICT NO. 777, Benson, Minnesota Monday, October 21, 2019 - 5:30 p.m. Benson High School Media Center

The meeting was called to order at 5:30 p.m. by Chair Brian Samuelson.  Members present:  James Berens, Paul Carruth, Mary KW Langan, Bill McGeary, Eric Peterson, Brian Samuelson   
Members absent:  Gary Williams. 
Additions to the Agenda:  Remove Tom Foley as Robotics Advisor; Add Update on Civic Center Construction.
Approved the Agenda. 
Approved Consent Agenda.
Progress Reports were presented by the administrators.
Ryan Breitbach, CM, gave the board an update on progress at Northside where foundations are completed and the high school footings start this week for the classroom addition, entrance addition and the auditorium. Overall the project is on schedule.
Ryan Breitbach presented three rebid results for BHS bid package #2, bid category #11 - Steel Erection and the plan for bid category #18 - Sound Control Doors.

SWIFT COUNTY BOARD MINUTES October 15, 2019

Chairman Hendrickx called the meeting to order at 9:03 AM with all members present. Also present: County Administrator Kelsey Baker, Terri Orr, other county employees and members of the public.
Chairman Hendrickx asked if there were any changes or additions to the agenda. There were no changes.  
10-15-19-01 Commissioner E. Pederson moved and Commissioner Rudningen seconded to approve the agenda. Motion carried unanimously.
10-15-19-02 Commissioner P. Peterson moved and Commissioner Fox seconded to approve the Consent Agenda items: (1) Minutes from the October 1, 2019 Regular Meeting, (2) Approval of 2020/2021 Natural Resources Block Grant Agreement, (3) Approval of contract between the County of Swift and Nygard Family LTD Partnership for Demolition Debris Disposal Facility, (5) Approval to allow the Sheriff’s Department to open a jail petty cash account at First Security Bank, Benson MN. A brief discussion was held. Motion carried unanimously.

NOTICE OF PUBLIC HEARING SWIFT COUNTY–BENSON HOSPITAL DISTRICT

NOTICE IS HEREBY GIVEN that the Board of Directors of the Swift County–Benson Hospital District (the "District") will, in the SCBHS Clinic Conference Room, located at 1810 McKinney Avenue, Benson, Minnesota, at 5:30 p.m., at its regular meeting on Monday, November 25, 2019, conduct a public hearing on a proposal that the District lease Swift County–Benson Hospital to CentraCare Health System, a Minnesota nonprofit corporation, and Carris Health–Benson, LLC, a Minnesota nonprofit limited liability company (collectively, "CentraCare"). CentraCare will operate Swift County–Benson Hospital pursuant to the terms of the lease and the lease payments from the lease will be sufficient to make the debt service payments on the District's $2,900,000 Hospital Revenue Bonds, Series 2013 and $6,145,000 Hospital Revenue Refunding Bonds (Swift County General Obligation), Series 2014 (collectively, the "Bonds"), which were issued pursuant to Minnesota Laws of 1992, Ch. 534, Sections 6 to 20.

Swift County Parks Drainage & wetlands Office will be accepting bids for tile line repair.  Approximately 1,500 lineal feet of 15” tile and approximately 1,500 lineal feet 12“ tile, two outlets and one connection.  Tile to be installed with a tile plow.

AN ORDINANCE TO AMEND TITLE VII: TRAFFIC CODE, CHAPTER 71: PARKING OFFENSES OF THE BENSON CITY CODE OF 2003

The City of Benson does ordain:
 
Title VII, Chapter 71, is hereby amended to include the following section:
 
§ 71.14  ADDITIONAL RESIDENTIAL PARKING REGULATIONS
 
(A)  Vehicle parking in the area between the front of the residential structure (or any street-facing side of a residential structure on a corner lot) and the street right-of-way line shall only be on a driveway or designated parking area constructed of concrete, asphalt, concrete pavers, brick set in compacted sand or other impervious or semi-impervious material.
(B) No parking or storage shall be allowed in the area between the front of the residential structure and the street right-of-way line on grass, unimproved areas or areas without a hard surface.
(C) No owner or operator shall park a vehicle in a location which blocks a sidewalk.
