Electronic Bids will be received by the City of Benson, Minnesota on the QuestCDN.com website via the VirtuBid electronic bidding application. Only electronic Bids will be accepted for this Project. Bids will be received on the QuestCDN.com website until 10:00 AM, CDT, on Thursday, April 15, 2021 at which time they will be opened electronically and reviewed for the furnishing of all labor, materials, and all else necessary for the following:
Wastewater Treatment Facility (WWTF) Anaerobic Digester Refurbishment
Work consists of refurbishment of two anaerobic digesters located at the wastewater treatment facility downstream of the secondary clarifiers. The work generally consists of the following:
•     Repainting process piping and other equipment.
•     Removal and replacement of emergency gas sensors.
•     Removal and replacement of the gas flare, methane gas line and the associated valves and actuators external to the anaerobic digesters.
•     Refurbishment of anaerobic digesters: Removal and replacement of anaerobic digester mixer, heat exchanger, and boiler.
•     Painting and coating of anaerobic digester cover.

All bids must be submitted on the proposal forms furnished with the plans and specifications and enclosed in an envelope bearing the name of the contractor, and include completed forms certifying that the bidder is a responsible contractor per MN Statute 16C.285. No bid will be considered unless sealed and filed with the City Clerk and accompanied by a certified check, cash, or bid bond, in the amount of five percent (5%) of the bid as a guarantee that the bidder will enter into a contract to perform said work. These certified checks, cash deposits or bid bonds of the three lowest bidders will be retained until a contract has been awarded and signed by all concerned, but no longer than 60 days. All others will be returned within 7 days after the opening of bids.
The bids for the work to be done shall be submitted upon the basis of cash payment for the work. No bidder may withdraw their bid for a period of 60 days after the date shown for opening thereof. The City of Benson reserves the right to reject any or all proposals, waive informalities therein.
