SWIFT COUNTY BOARD MINUTES November 16, 2021

All members present.  
Chairman Fox called the meeting to order at 9:02 AM. Also present: County Administrator Kelsey Baker, County Attorney Danielle Olson, Terri Orr, Sheriff John Holtz and members of the public.
Chairman Fox asked if there were any changes to the agenda.  There was one addition.  A vaccine mandate from the State under other business.  There were no other changes.
Commissioner E. Pederson moved and Commissioner Rudningen seconded to approve the amended agenda. Motion carried unanimously.
Consider approval of Minutes from November 2, 2021 Regular Meeting.
Consider approval of the ARP funding projects.
Commissioner P. Peterson moved and Commissioner Hendrickx seconded to approve the Consent Agenda. Motion carried unanimously.
Commissioner Rudningen moved and Commissioner E. Pederson seconded to approve Commissioner Warrants and review Auditor Warrants. A brief discussion was held.  Motion carried unanimously.
Commissioner warrants are as follows: Revenue: $430,348.59; Solid Waste Fund: $84,712.74; County Road & Bridge: $48,162.00; County Ditches Fund: $426.80; County Health Insurance: $830.81; State Fund: $22.50: which includes the following bills over $2,000: 6W Department of Community Correction, $148,637.34; AAA Striping Service Co., $27,734.70; Albany Recycling Center, $2,006.88; Ban-Koe Companies, $95,173.60; Comm of MMB Treasury Division, $2,876.00; Counties Providing Technology, $6,760.54; Country Pet Foods, $2,653.68; Craig’s Inc., $24,389.00; Dean Rasmusson & Thonvold Excavating, $11,000.00; DLT Solutions LLC, $2,372.77; Douglas County Sheriff Department, $2,456.88; Hawleys Inc., $62,539.26; Johnson Controls, Inc., $32,441.00; Larry Schulz & Tubbs of Soft Water, $12,810.32; Larson Gravel & Construction Inc., $2,884.05; Morris Electronics, $2,093.94; Pflipsen Trucking LLC, $16,213.31; Pioneerland Library System, $34,915.25; Southwest Minnesota Workforce Council, $2,815.00; Stacy Stanek & Kidrowski Enterprises LLC, $14,647.88; Swift County Environmental Services, $4,000.00; Waste Management of WI-MN, $10,532.65; Dawn Weber, $2,850.00; Wold Architects & Engineers, $2,601.08.
Commissioner Rudningen reported on the Biometric Screening, Glacial Ridge Scenic Byway and the Insurance Collaborative meeting. Commissioner E. Pederson reported on the visitation for Brian Thompson, Soil and Water Conservation District meeting, DAC and the Historical Society. Commissioner P. Peterson reported on Countryside Public Health, Personnel Committee and 6W Corrections. Commissioner Hendrickx reported on PrimeWest, 6W Corrections and meeting with AMC. Chairman Fox reported on the Pomme de Terre, Well-being Committee and PrimeWest.  
Administer Kelsey Baker reported on the RFP for the old Prairie Five building, Appleton project with the OHV land, vaccination mandate by the State and the Kerkhoven Murdock Trail meeting.
Chairman Fox asked for citizens comments: Lance Mumm and Alan Mumm had concerns on Ditch 81 on County Road 22.
The Public Hearing was opened at 10:04 AM. to move Elected Treasurer to appointed contract.
Commissioner Hendrickx explained the purpose of the hearing.
Chairman Fox opened the floor for public comment.  There were none.
Commissioner Hendrickx moved and Commissioner P. Peterson seconded to close the meeting. Motion carried unanimously.
Chairman Fox closed the Public Hearing at 10:05 A.M.
Administrator Kelsey Baker requested the approval of the County Treasurer Contract.
Commissioner P. Peterson moved and Commissioner E. Pederson seconded to table the decision on the request until the December 8th board meeting.  A lengthy discussion was held.  Motion carried unanimously.
Swift County Benson Health Services updated the Board on Covid and the Hospital Financials.
Northland Securities George Eilertson requested approval of Resolution #21-11- 42 the Levy Agreement between the County and the Swift County Housing and Redevelopment Authority.
Commissioner Rudningen moved and Commissioner Hendrickx seconded to approve Resolution #21-11-42 the Levy Agreement between the County and the Swift County Housing and Redevelopment Authority. Motion carried unanimously.
Highway Engineer Andrew Sander requested the board to reject the bids for the Marsh Lake Trail that were opened on October 28, 2021.
Commissioner Hendrickx moved and Commissioner P. Peterson seconded to approve the rejection of the bids for the Marsh Lake Trail that were opened on October 28, 2021. A brief discussion was held.  Motion carried unanimously.
Drainage Inspector Kody Fossum requested approval of the fence bid from AnDi’s FenceAll.
Commissioner Hendrickx moved and Commissioner Rudningen seconded to approve the fence bid for $66,513.03 from AnDi’s FenceAll.  The fence is to go around the DOT property the county is purchasing.  A lengthy discussion was held. Motion carried unanimously.
Administrator Kelsey Baker requested approval to purchase the property from DOT for the OHV Park.
Commissioner Hendrickx moved and Commissioner E. Pederson seconded to approve the purchase of the property from DOT for the OHV Park in the amount of $73,865.00.  A brief discussion was held. Motion carried unanimously.
The board recessed at 11:02 AM.
The board reconvened at 11:14 AM.
Kelsey Baker further requested approval for the agreement between The Appleton Project (TAP) and Swift County.
Commissioner Hendrickx moved and Commissioner Rudningen second to approve the agreement between The Appleton Project (TAP) and Swift County to have an application with a grant to purchase this land.  A lengthy discussion was held. Motion carried unanimously.
Kelsey Baker further requested approval to purchase new software technology for the Commissioners.
Commissioner Rudningen moved and Commissioner Hendrickx seconded to approve 15” laptops for Commissioner’s technology using the American Relief Project funds. A brief discussion was held.  Motion carried unanimously.
Kelsey Baker further held a discussion on the vaccination mandate.
Chairman Fox adjourned the meeting at 11:42 AM.
